To permanently fix the issue you will need to perform the below tasks in order and have full administrative rights on your PC.
- Run all Windows Updates
- Install the Windows Mobile Device Center driver using compatibility mode
- Perform the Registry Update
- Reboot your PC
- Check connection and test
